Grant Opportunity: Rural Business Enterprise Grant

Type of Grant: Federal competitive grant

Amount: $20 million nationwide

Matching funds requirement: No matching funds required.

Overview: Funds are available for a broad variety of programs which support business development in rural areas. Higher education institutions, land-grant colleges, state/local/tribal governments, and nonprofits that provide services to small and emerging rural businesses may be eligible.

How to access funds: Funds come from the US Department of Agriculture. To apply for these funds, nonprofits should apply directly to the USDA Rural Development State Office in Colorado.

Distribution Timeline: Applications will be accepted on a revolving basis until funds are depleted or until a date in 2010 published in the Federal Register.

Grant Opportunity: Staffing for Adequate Fire and Emergency Response Grant Program (SAFER)

Type of Grant: Partnership opportunity

Amount: Unknown at this time.

Matching funds requirement: All non-federal matching requirements are waived for FY 2009–2010. 

Overview: Funds are available to help fire departments increase the number of trained “frontline” firefighters available in their communities. Targeted recipients are emergency service providers.

Grant Opportunity: Rural Community Facilities Direct Loan and Grant Programs

Type of Grant: Federal competitive grant

Amount: $1.1 billion nationwide

Overview: Direct loans and grants are available for the development of essential community facilities in rural areas and towns of up to 20,000 in population. Funds may be used for facility acquisition, construction, renovation, or the purchase of equipment and furnishings.

How to Access Funds: Grant process to be administered by the Rural Development Office of the US Department of Agriculture. Applications should be filed with the appropriate USDA Rural Development Field Office. Nonprofits are eligible

Amount: $2 billion nationwide, $2 million for Colorado

Overview: Funding is available to support a broad range of activities to prevent and control crime and improve the criminal justice system. Partnerships between units of government and/or the private sector are encouraged. Subgrants may be made to nonprofits.

How to Access Funds: Funds will flow from the Bureau of Justice Assistance within the US Department of Justice to the Colorado Division of Criminal Justice. Nonprofits already engaged in programs/activities that prevent and control crime and improve the criminal justice system should contact CDCJ for more information.

Distribution Timeline: State applications were due in April, but the deadline for local governments has recently been extended until June 17. Awards will be made in August and then may be subgranted by state/local authorities.

Grant Opportunity: State, Local, and Tribal Government Capacity Building Program –  Strengthening Communities Fund (part of the new version of the Compassion Capital Fund)

Type of Grant: Partnership opportunity

Amount: $12 million nationwide   

Matching funds requirement: Grantees must provide at least 20 percent of the total approved cost of the project. The non-federal share may be met in cash or in-kind contributions, although applicants are encouraged to meet their match requirements through cash contributions.

Overview: Funds are available for strengthening nonprofit and faith-based organizations that aid families and communities that are struggling in the economic downturn. The State, Local and Tribal Government Capacity Building program will award grants up to $250,000 to state, city, county, and tribal governments to be used for building their capacity to partner with and provide training to nonprofits. 

How to access funds: The grant process is administered by the Administration for Children and Families of the US Department of Health and Human Services. Eligible applicants are state, local, and tribal governments. Nonprofits should contact state, local, and tribal governments and encourage them to apply for this funding and potentially partner with them to provide services.

Distribution Timeline: The grant opportunity was announced on May 11. The application deadline is July 7. Grants awarded will be two-year grants.

Grant Opportunity: Distance Learning, Telemedicine and Broadband Program

Type of Grant: Partnership opportunity

Amount: $2.5 billion nationwide 

Matching funds requirement: Unknown at this time.

Overview: Funds are available for the expansion of broadband service in rural areas through financing and grants to projects that provide access to high speed service and facilitate economic development in locations without sufficient access to such service.

How to access funds: Funds will be administered by the Rural Development Office of the US Department of Agriculture. Legally organized entities providing broadband service in eligible rural communities and state and local governments are the only eligible applicants. Interested nonprofits may want to contact broadband providers and/or state and local governments regarding opportunities for partnership.

Distribution Timeline: By early summer, a Notice of Funding Availability will be published in the Federal Register. A series of workshops will be held across the US in July 2009 to explain the program to prospective applicants including the program requirements and how to apply.

Grant Opportunity: Broadband Technology Opportunities Program

Type of Grant: Federal competitive grant

Amount: $4.7 billion nationwide 

Matching funds requirement: Grantees must provide at least 20 percent of the total approved cost of the project from non-federal sources.

Overview: Funds are available to provide access to broadband service in underserved areas. Up to $200 million is available for competitive grants for expanding public computer center capacity and $250 million is available for competitive grants for innovative programs that encourage adoption of broadband service. 

How to access funds: Funds will be administered by the National Telecommunications and Information Administration (NTIA) of the US Department of Commerce. Nonprofits are eligible applicants.

Distribution Timeline: NTIA is currently collecting public comments regarding the program, but has not released any funding guidelines or timeline for dissemination of funds.

CSBG T&TA Capacity Building Program Announcement

On April 24 the Administration for Children and Families (ACF), Office of Community Services (OCS) released a new program announcement soliciting applications for grant awards to fund up to 48 two-year statewide capacity-building collaborations.

The new announcement will support statewide collaboration projects that include the following two major component areas: 

1) Capacity-Building for Ongoing CSBG Programs, and  

2) Strategic Planning and Coordination Supported by the American Recovery and Reinvestment Act of 2009 (ARRA).
