Grant Opportunity: WIA Program of Competitive Grants for Worker Training and Placement in High Growth in Emerging Industry Sectors

Type of Grant: Partnership opportunity

Amount: $750 million

Matching funds requirement: Unknown at this time.

Overview: Competitive grants are available that focus on projects that train workers and place them in employment in energy efficiency and renewable energy industries; the healthcare industry; and other high-growth and emerging industries. $500 million of the funding will go to supporting research, labor exchange, and job training projects that prepare individuals for careers in industries as defined by the Green Jobs Act of 2007. Intended recipients of funds are Workforce Investment Boards.

How to access funds: Grants are administered through the US Department of Labor.  Nonprofits cannot directly apply for funds, but there are also opportunities for partnerships. Local Workforce Investment Boards may award contracts to higher education institutions, eligible training providers, and community-based organizations for the development of training curriculum and provision of training services.

Distribution Timeline: The Employment and Training Administration of the USDOL is currently formulating a framework for investment in “green jobs.” No information is currently available about when a grant announcement or further details will be made available.

Grant Opportunity: Green Job Training

Type of Grant: Federal competitive grant

Amount: $750 million nationwide; $500 million for projects that prepare workers for careers in energy efficiency and renewable energy

Matching funds requirement: No information available.

Overview: $750 million is available for a program of competitive grants for worker training and placement in high growth and emerging industry sectors. Of that amount, $500 million is targeted for research, labor exchange, and job training projects that prepare workers for careers in energy efficiency and renewable energy as defined in the Green Jobs Act: energy efficient building, construction, and retrofitting; renewable electric power; energy efficient and advanced drive train vehicles; biofuels; deconstruction and materials use; energy efficiency assessment for residential, commercial, or industrial sector, and manufacturing of sustainable products using sustainable processes.

The remaining $250 million will be for projects in other high growth and emerging industry sectors with a priority for projects that prepare workers for careers in the health care sector and projects that are tied to industry sectors where jobs are being created as a result of Recovery Act investments such as infrastructure investments.

How to access funds: In order to maximize the impact of these competitive grants and leverage the other investments in the Recovery Act, the Department of Labor (DOL) is collaborating with other Federal agencies and developing a multi-pronged investment approach with these funds. The SGA will provide specific requirements for use of the funds, certification, data reporting, performance measures, and other necessary information. DOL will publish the grant opportunities on Grants.gov. Information on grant opportunities will also be available on DOL’s Recovery web site, www.dol.gov/recovery.

Distribution Timeline: DOL plans to issue Solicitations for Grant Awards (SGA) no later than June 30.

Grant Opportunity: Economic Development Administration (EDA)


Type of Grant: Federal competitive grant

Amount: $150 million nationwide ($50 million for economic adjustment assistance, $100 million for either the Public Works and Economic Development Facilities Program or the Economic Adjustment Assistance Program, depending on the needs demonstrated among EDA’s six regional offices)

Overview: Funds are available for promoting comprehensive, entrepreneurial, and innovation-based economic development efforts to enhance the competitiveness of regions, resulting in increased private investment and higher skill, higher wage jobs in regions that have experienced severe economic dislocation and job loss. Nonprofits are eligible to apply for funds.

How to access funds: The Economic Development Administration of the US Department of Commerce is in charge of the competitive granting process.

Distribution Timeline: The grant opportunity was announced on March 5.  Proposals are accepted on a competitive and continuing basis. Funds available for obligation until September 30, 2010, however, it takes a minimum of 90 days from the EDA's receipt of the complete application until award, when funds are obligated.

The New Energy Economy

Grant Opportunity: Large Wind Turbine Drivetrain Testing Facility

Type of Grant: Federal competitive grant

Amount: $45 million nationwide

Matching fund requirement: To be announced.

Overview: Funds are available for the design and construction of a large drive train testing facility, which will feature an instrumented dynamometer test stand, and will enable the wind industry to develop, test and validate large-scale land-based and off-shore wind turbine drivetrain systems domestically.

How to access funds: The grant process is administered by the Wind and Hydropower Technologies Program of the US Department of Energy’s Office of Energy Efficiency and Renewable Energy. Each proposal must include organizational participants from university, state and local government, and a plan for achieving long term sustainable operation, maintenance, and funding without DOE assistance. Applicants must also demonstrate capabilities and experience in 1) drivetrain testing, 2) business management and operation of industrial facilities, and 3) ability to develop an end-user friendly for the benefit of the nation.

Grant Opportunity: Geologic Sequestration Training and Research

Type of Grant: Federal competitive grant

Amount: To be announced. DOE plans to award approximately 40 grants depending on quality of applicants and availability of funds.

Overview: Funds are available training opportunities for graduate and undergraduate students that will provide the human capital and skills required for implementing and deploying carbon capture and storage technologies.

How to access funds: Grant process to be administered by the US Department of Energy's Office of Fossil Energy. Four year universities are eligible applicants.

Grant Opportunity: Fossil Energy Research

Type of Grant: Federal competitive grant

Amount: $3.4 billion nationwide

Overview: Funding is available for fossil energy research and development programs ($1 billion), carbon capture and energy efficiency improvement projects ($1.52 billion), clean coal initiatives ($800 million), CO2 sequestration in geologic formations ($50 million), and geologic sequestration training and research grants ($20 million). 

How to Access Funds: The Fossil Energy Division of the US Department of Energy will administer these funds. Funding guidelines are not yet available from the USDOE. The Governor's Energy Office will coordinate applications for these grants.

Grant Opportunity: Diesel Emission Reduction Act (DERA) Grants

Type of Grant: State level competitive grant/partnership opportunity

Amount: $300 million nationwide; $4,730,000 for Colorado ($1.73 million for non-competitive grants, $3 million for competitive grants)

Overview: Funding is available for cost-effective measures for reducing air pollution. DERA funds support the National Clean Diesel Funding Assistance Program, SmartWay Clean Diesel Finance Program, and Clean Diesel Emerging Technologies Program. The non-competitive portion of the funds coming to Colorado is allocated primarily for the retrofit of school buses and other fleet vehicles.

How to Access Funds: Funds will come from the Environmental Protection Agency and be distributed to the Colorado Department of Public Health and Environment and subgranted to other agencies and organizations on a competitive basis. Nonprofits focused on pollution reduction are eligible.

Distribution Timeline: CDPHE began receiving non-competitive funds in March and will receive competitive funds in June 2009. No details currently available regarding the CDPHE’s timeline for disseminating funds.

Grant Opportunity: Race to the Top Incentive Grants

Type of Grant: Partnership opportunity

Amount: $4.3 billion nationwide (Colorado is well positioned to receive $300 – 500 million.)

Matching funds requirement: Unknown at this time.

Overview: Funds are available for competitive grants to states for making significant improvements in student achievement.  The focus of the program is divided into four areas: ensuring quality teachers are spread equitably throughout the state; better use of data to track students’, schools’, and educators’ improvements; creating international benchmark standards and assessments; and strategies for improving low-performing schools. States are the recipients of funds.

How to access funds: The competitive grant process is administered by the US Department of Education. Interested nonprofits should contact Lt. Governor’s Office to receive further information about the state’s application and what role their nonprofit may be able to play in carrying out the services or projects that will be administered with Race to the Top funds.  The Lt. Governor’s Office will be forming public committees which will provide suggestions for the final state proposal and is also inviting ideas from the general public for initiatives that address the four focus areas of the grant.

Distribution Timeline: State applications are due October 1. The public input process will be coordinated in spring 2009. The first round of funds, about ten percent, is expected to be allocated this fall and the second round in spring 2010.

Grant Opportunity: Race to the Top Innovation Fund

Grant Opportunity: State, Local, and Tribal Government Capacity Building Program –  Strengthening Communities Fund (part of the new version of the Compassion Capital Fund)

Type of Grant: Partnership opportunity

Amount: $12 million nationwide   

Matching funds requirement: Grantees must provide at least 20 percent of the total approved cost of the project. The non-federal share may be met in cash or in-kind contributions, although applicants are encouraged to meet their match requirements through cash contributions.

Overview: Funds are available for strengthening nonprofit and faith-based organizations that aid families and communities that are struggling in the economic downturn. The State, Local and Tribal Government Capacity Building program will award grants up to $250,000 to state, city, county, and tribal governments to be used for building their capacity to partner with and provide training to nonprofits. 

How to access funds: The grant process is administered by the Administration for Children and Families of the US Department of Health and Human Services. Eligible applicants are state, local, and tribal governments. Nonprofits should contact state, local, and tribal governments and encourage them to apply for this funding and potentially partner with them to provide services.

Distribution Timeline: The grant opportunity was announced on May 11. The application deadline is July 7. Grants awarded will be two-year grants.

Grant Opportunity: Distance Learning, Telemedicine and Broadband Program

Type of Grant: Partnership opportunity

Amount: $2.5 billion nationwide 

Matching funds requirement: Unknown at this time.

Overview: Funds are available for the expansion of broadband service in rural areas through financing and grants to projects that provide access to high speed service and facilitate economic development in locations without sufficient access to such service.

How to access funds: Funds will be administered by the Rural Development Office of the US Department of Agriculture. Legally organized entities providing broadband service in eligible rural communities and state and local governments are the only eligible applicants. Interested nonprofits may want to contact broadband providers and/or state and local governments regarding opportunities for partnership.

Grant Opportunity: Broadband Technology Opportunities Program

Type of Grant: Federal competitive grant

Amount: $4.7 billion nationwide 

Matching funds requirement: Grantees must provide at least 20 percent of the total approved cost of the project from non-federal sources.

Grant Opportunity: Rural Water and Environmental Program

Type of Grant: Federal competitive grant

Amount: $3.7 billion nationwide ($986 million in grants, $2.8 billion in direct loans)

Matching funds requirement: Matching funds of 20 percent of the total project cost from non-RFP grant sources are required.

Overview: Funds are available as loans, grants, and loan guarantees for projects which provide drinking water, sanitary sewers, and solid waste and storm drainage facilities in rural areas. Grants are also available to nonprofits to provide technical assistance and training to assist rural communities with their water, wastewater, and solid waste problems.

How to Access Funds: The grant process is administered by the Rural Development Office of the US Department of Agriculture. To apply for these funds nonprofits should apply directly to USDA field offices in Colorado

Distribution Timeline: Funds are awarded through a revolving grant process. No timeline for the dissemination of funds is currently available.

Grant Opportunity: Community Development Block Grants (CDBG)

Type of Grant: Partnership opportunity

Amount: $1 billion nationwide; $10,375,141 for Colorado ($2,861,220 for competitive grants in non-entitlement communities)

Overview: The intent of these funds is to assist local governments in implementing additional community development projects in economic development, housing, and infrastructure. Local governments are eligible applicants.

How to access funds: While funding will be administered through the Department of Local Affairs, the Department of Housing, and the Office of Economic Development and International Trade and go directly to local governments, there may be a possibility for nonprofits to partner with those entities in order to receive some of these funds.

Overview: The intent of funds is for modernization and development of public housing with priority given to the rehabilitation of vacant rental unites and capital projects that are already underway or included in the five-year capital fund plans.

How to access funds: The funds are administered by the US Department of Housing and Urban Development. Eligible recipients of competitive funds are public housing authorities. Interested nonprofits should contact the Colorado Division of Housing regarding opportunities for partnership.

Grant Opportunity: Homeless Prevention and Rapid Re-Housing Program (HPRP)

Type of Grant: State-level competitive grant

Amount: $1.5 billion nationwide; $8,154,036 for Colorado plus additional local area amounts for Adams County ($836,047), Aurora ($1,009,717), Colorado Springs ($1,043,089), Denver ($3,769,259), and Pueblo ($678,970)

Overview: Funds are for prevention assistance to households who would otherwise become homeless and to provide assistance to re-house those who are already homeless. 

How to Access Funds: Nonprofits are eligible for competitive grants administered through the Colorado Department of Local Affairs. Although HUD has allocated money for the state of Colorado and five local areas based on formula, these eligible grantees must still apply for these funds from HUD by May 19 in order to receive them. 

Distribution Timeline: DOLA convened a meeting with the Interagency Council on Homelessness and other stakeholders (including nonprofits) on April 30. Announcement of funding guidelines and applications for eligible grantees will be on June 1. Funds for subgrantees must be obligated by September 30.
