Grant Opportunity: Community Development Block Grants (CDBG)

Type of Grant: Partnership opportunity

Amount: $1 billion nationwide; $10,375,141 for Colorado ($2,861,220 for competitive grants in non-entitlement communities)

Matching funds requirement: No match required.

Overview: The intent of these funds is to assist local governments in implementing additional community development projects in economic development, housing, and infrastructure. Local governments are eligible applicants.

How to access funds: While funding will be administered through the Department of Local Affairs, the Department of Housing, and the Office of Economic Development and International Trade and go directly to local governments, there may be a possibility for nonprofits to partner with those entities in order to receive some of these funds.

Distribution Timeline: Funding was announced April 9. Dollars must be spent by September 30, 2010.

Grant Opportunity:  Public Housing Capital Fund (Competitive)

Type of Grant: Partnership opportunity

Amount: $1 billion nationwide

Matching funds requirement: No match required.

Overview: The intent of funds is for modernization and development of public housing with priority given to the rehabilitation of vacant rental unites and capital projects that are already underway or included in the five-year capital fund plans.

How to access funds: The funds are administered by the US Department of Housing and Urban Development. Eligible recipients of competitive funds are public housing authorities. Interested nonprofits should contact the Colorado Division of Housing regarding opportunities for partnership.

Distribution Timeline: The deadline for applications from public housing authorities for the first round of funding is June 15.

Grant Opportunity: Homeless Prevention and Rapid Re-Housing Program (HPRP)

Type of Grant: State-level competitive grant

Amount: $1.5 billion nationwide; $8,154,036 for Colorado plus additional local area amounts for Adams County ($836,047), Aurora ($1,009,717), Colorado Springs ($1,043,089), Denver ($3,769,259), and Pueblo ($678,970)

Overview: Funds are for prevention assistance to households who would otherwise become homeless and to provide assistance to re-house those who are already homeless. 

How to Access Funds: Nonprofits are eligible for competitive grants administered through the Colorado Department of Local Affairs. Although HUD has allocated money for the state of Colorado and five local areas based on formula, these eligible grantees must still apply for these funds from HUD by May 19 in order to receive them. 

Distribution Timeline: DOLA convened a meeting with the Interagency Council on Homelessness and other stakeholders (including nonprofits) on April 30. Announcement of funding guidelines and applications for eligible grantees will be on June 1. Funds for subgrantees must be obligated by September 30.
