LOCATION:                         Based in Denver, CO office


RECRUITING RANGE:     Competitive salary based on relative experience

    This leader is primarily responsible for:

  • Developing and overseeing an integrated marketing and communications strategy that support’s NCSL vision and business strategy.
  • Managing the planning, development, execution and measurement of NCSL’s integrated marketing and communications initiatives.
  • Managing and motivating a staff of 14 across Denver and Washington, D.C., and providing communication resources to the entire organization.
  • Successful marketing for the entire organization, using market/membership research, marketing communications, branding and public relations.
  • Ensuring the organization's message is distributed across channels and to targeted audiences to meet NCSL business objectives
Areas of Responsibility


Effective champion of vision and change

  • Drive change across the organization with an overall marketing and communications approach and focus, including elements such as member engagement, overall NCSL value to members, social media and digitization.
  • Seek out new and more effective ways to deliver messaging that engages with the membership, such as via mobile platforms, video and social media.
  • Build a high functioning and integrated marketing and communications team and mentor and motivate them.
  • Build NCSL’s brand awareness and ensure that all communications align with the brand.
  • Lead centralization of organization-wide marketing, communications and membership functions.



  • Meet with the senior leadership regularly to report results and understand and integrate any high-level changes to the NCSL strategic plan.
  • Regularly communicate and collaborate with other departments reporting on marketing and communications performance.
  • Utilize market research and understand how markets are changing, and the potential impact to marketing communications.
  • Acquire/develop reliable and comprehensive data on member experience/engagement from different departments and across all communications outlets utilized.
  • Use association management system and communication analytics to drive engagement strategies and tactics.
  • Set key performance indicators and report regularly to the executive leadership on progress.
  • Establish the marketing and communications budget and track return on investment.



This leader directly oversees and manages the work of and staff in these areas:

  • Brand/graphics design
  • Member outreach efforts
  • Events and education/training
  • Collateral development across all platforms

  • Social media
  • Public affairs






  • Must understand vague and implicit instructions, and react favorably in all work situations. Must be mentally adaptable and flexible in dealing with a variety of people. Is frequently called upon to handle difficult situations.
  • Emotional stability and personal maturity are important attributes in this position.
  • Must handle novel and diverse work problems daily.
  • Must be able to communicate providing verbal feedback in a professional manner. Must be able to analyze causes of interpersonal conflict and resolve complex communications issues (i.e., undefined roles, objectives and information gaps).
  • Requires public contact and excellent interpersonal skills.
  • Must be able to travel including out-of-area and overnight.
  • BA/BS, Marketing and/or Communications.
  • Post-baccalaureate education is preferred, and up to three years of graduate education (i.e. master's degree, professional degree, or doctoral degree) may be substituted for the required work experience.
  • 8+ years directly relevant experience in marketing and communications.
  • 8+ years in a departmental leadership/management role with responsibility for: marketing, communications, public affairs/public relations, digital delivery (web/social) and brand/graphic design.
  • 8+ years as a member of an organization’s senior leadership team including at least three years of management experience and directing and allocating personnel and budgets in multiple projects or activities.
  • Solid track record of success leading, developing and managing staff at all levels to achieve performance objectives.
  • Exceptional leadership skills; talented at building consensus, inspiring others to action and leading cross-functional work teams, both with and without explicit authority.
  • Experience in a senior leadership role for a membership association is essential, with responsibility for communications, marketing and membership functions.
  • This candidate’s experience may be in either/or both for-profit or non-profit organizations.
  • Experience using leading edge communication technologies and AMS systems.
  • Ability to give, receive and analyze information, formulate work plans, prepare written materials and articulate goals and action plans. Must understand people and be able to communicate effectively with them.
