Directs and advances PERA's strategic communications, government affairs, marketing, and public relations efforts with stakeholders including PERA's membership and benefit recipients, elected officials, government agencies, media, the public, and other stakeholders both locally and nationally.  In partnership with the Executive Director, board members, and senior management, develops, and executes long range goals and implementation of the strategic communications plan.  Direct and oversee the activities of the Communications and Creative Services Divisions.

  • Bachelor's degree and experience in a senior level public communications and policy leadership role
  • Demonstrated success at leading strategic policy, communications, marketing, and government affairs
  • Professional speaking experience and able to communicate succinctly to a variety of stakeholders
  • Successful management experience in managing multiple projects, driving results, and engaging staff
  • Ability to travel as necessary for business purposes

Areas of Responsibility


  • Partners with the Executive Director, board members, and staff to develop and implement PERA's overall strategic communications plan to achieve the aims of the Board's strategic plan. These efforts include brand awareness, education, public affairs, marketing, and reputation management strategies, internal communications, and other communications programs that effectively position PERA as "One of Colorado's Best Investments," the high-quality provider of retirement security for current and future members, and retirees
  • Provides leadership and direction to staff to attain business goals and directives; sets and communicates performance expectations; responsible for all management functions including hiring, developing, and creating a high performance team
  • Directs and oversees activities to carry out policies relating to all phases of government relations
  • Remains informed on local, regional, and national affairs, policies, and legislation impacting public pensions
  • Studies proposed legislation and regulations and advises leadership team for possible impact on PERA
  • Confers with Executive Director to review achievements of goals or objectives resulting from current environment conditions and discuss any necessary or required changes
  • Reviews analysis of activities, costs, operations, and forecast data to determine progress toward stated goals
  • Defines, communicates, and represents PERA's public policy initiatives with elected officials, local business chambers of commerce, economic development groups, influential community leaders, and government officials throughout the state of Colorado and nationally
  • Builds relationships with like-minded organizations, elected officials and other associations/groups with intersecting areas of interest or concern
  • Advances PERA's public position and policy objectives, including but not limited to, community relations outreach, public speaking engagements, and event facilitation for a wide range of audiences such as, business people, community groups and governmental organizations that influence and educate general to specific audiences
  • Manages and directs other projects and performs other responsibilities as needed
