GENERAL DESCRIPTION: 

NCSL’s Environment, Energy and Transportation Program is seeking a Tribal Working Group Coordinator to assist with NCSL’s work on nuclear energy and nuclear waste transportation issues. This position is part of a team implementing deliverables under an NCSL cooperative agreement with the U.S. Department of Energy.  The primary component of this position involves staffing two stakeholder groups consisting of tribal government representatives who are focused on nuclear energy development and nuclear waste transportation activities that are of interest to Native American tribes. Staffing the working groups includes numerous tasks, such as planning and facilitating meetings, organizing conference calls and webinars, distributing relevant updates and information to the working groups and developing documents as necessary. The position may also perform research, analysis and writing on these issues and other environment, energy and transportation issues.

 

The ideal candidate will have experience in meeting planning and facilitation, coupled with knowledge of state-tribal relations, American Indian governance and related intergovernmental issues. The successful candidate will have experience working with tribes, or an interest in tribal issues. The ideal candidate can handle multiple projects and politically sensitive matters, and possesses an understanding of issues facing Indian Country. Candidates must be highly organized while maintaining flexibility and adaptability in evolving situations. This position is based in the Denver, Colorado NCSL office.

Typical duties include the following:

  1. Plan, coordinate, attend and facilitate up to 12 meetings per year.
  2. Run and/or participate in conference calls, webinars and various working group activities.
  3. Manage stakeholder relations, including tribal leaders and staff, government agency staff (state and federal), funders and industry experts.
  4. Compile meeting summaries and necessary follow-up meeting documents.
  5. Research, analyze and write publications and reports.
  6. Answer constituent information requests.
Areas of Responsibility

RESPONSIBILITIES AND EXPECTATIONS:

This position will report to the environment program manager and also works collaboratively with staff in the EET program and NCSL - wide in executing the duties of the position.

 Following are the primary responsibilities and approximate allocations of time:

  1. Staffing of two working groups established under the project; and the planning and execution of up to twelve meetings each year.
  2. Plan, coordinate, execute and facilitate meetings, conference calls, webinars and various working group activities. (45 percent)
  3. Research, compile and prepare background materials for meetings, research projects and working group activities. (30 percent)
  4. Support NCSL’s Energy, Environment and Transportation Program in creating quality, unbiased, nonpartisan publications and information on environment, energy and transportation policy issues, and answering information requests. (10 percent)
  5. Conduct legislative tracking, state legislation data base maintenance, and analysis for reports, publications or articles. (10 percent)
  6. Performs other responsibilities as needed. (5 percent)

 

Requirements/Qualifications
  • Bachelor's degree plus two years of relevant work experience, including at least one year of general policy research, legislative or state, and/or tribal government experience.
  • Relevant professional level work experience or college courses at the undergraduate or graduate level can be substituted on a year-for-year basis.
  • Competence in planning, coordinating, executing and facilitating meetings including agenda development.
  • Ability to travel to as many as 12 meetings per year. (Estimate of travel time commitment is 20 percent.)
  • Skill and competence in oral communication to deal effectively with tribal members, federal partners, agency staff, legislators, legislative staff by phone and in other settings.
  • Experience and expertise in federal and state-tribal relations and in American Indian tribal governance preferred.
  • Demonstrates composure, confidence and respect in working effectively with tribal leaders, government officials, grant funders and subject-matter experts.
  • Knowledge of nuclear energy, radioactive waste transportation and/or emergency response issues preferred.
  • Competence in writing and policy research.
  • Skill and competence to work independently and to manage multiple tasks and deadlines.
  • Skill and competence in working cooperatively and professionally with a variety of people, often under pressure.
  • This includes the ability to balance and prioritize numerous projects at once, to meet deadlines and to effectively communicate how this is happening to supervisors of said projects.
  • Is well-organized, detail-oriented, efficient, flexible and able to work well under pressure and tight deadlines.
  • Able to maintain confidentiality and handle politically sensitive work.
  • Comfortable with change and uncertainty.
Compensation/Benefits

RECRUITING RANGE:      $3,486 – $4,028 per month (depending on experience)
