Grant Opportunity: WIA - Program of Competitive Grants for Worker Training and Placement in High Growth in Emerging Industry Sectors

Type of Grant: Partnership opportunity

Amount: $750 million

Matching funds requirement: Unknown at this time.

Overview: Competitive grants are available that focus on projects that train workers and place them in employment in energy efficiency and renewable energy industries; the healthcare industry; and other high-growth and emerging industries. $500 million of the funding will go to supporting research, labor exchange, and job training projects that prepare individuals for careers in industries as defined by the Green Jobs Act of 2007. Intended recipients of funds are Workforce Investment Boards.

How to access funds: Grants are administered through the US Department of Labor.  Nonprofits cannot directly apply for funds, but there are also opportunities for partnerships. Local Workforce Investment Boards may award contracts to higher education institutions, eligible training providers, and community-based organizations for the development of training curriculum and provision of training services.

Distribution Timeline: The Employment and Training Administration of the USDOL is currently formulating a framework for investment in “green jobs.” No information is currently available about when a grant announcement or further details will be made available.

Grant Opportunity: Green Job Training

Type of Grant: Federal competitive grant

Amount: $750 million nationwide; $500 million for projects that prepare workers for careers in energy efficiency and renewable energy

Matching funds requirement: No information available.

Overview: $750 million is available for a program of competitive grants for worker training and placement in high growth and emerging industry sectors. Of that amount, $500 million is targeted for research, labor exchange, and job training projects that prepare workers for careers in energy efficiency and renewable energy as defined in the Green Jobs Act: energy efficient building, construction, and retrofitting; renewable electric power; energy efficient and advanced drive train vehicles; biofuels; deconstruction and materials use; energy efficiency assessment for residential, commercial, or industrial sector, and manufacturing of sustainable products using sustainable processes.

The remaining $250 million will be for projects in other high growth and emerging industry sectors with a priority for projects that prepare workers for careers in the health care sector and projects that are tied to industry sectors where jobs are being created as a result of Recovery Act investments such as infrastructure investments.

How to access funds: In order to maximize the impact of these competitive grants and leverage the other investments in the Recovery Act, the Department of Labor (DOL) is collaborating with other Federal agencies and developing a multi-pronged investment approach with these funds. The SGA will provide specific requirements for use of the funds, certification, data reporting, performance measures, and other necessary information. DOL will publish the grant opportunities on Grants.gov. Information on grant opportunities will also be available on DOL’s Recovery web site, www.dol.gov/recovery.

Distribution Timeline: DOL plans to issue Solicitations for Grant Awards (SGA) no later than June 30.

Grant Opportunity: Economic Development Administration (EDA)


Type of Grant: Federal competitive grant

Amount: $150 million nationwide ($50 million for economic adjustment assistance, $100 million for either the Public Works and Economic Development Facilities Program or the Economic Adjustment Assistance Program, depending on the needs demonstrated among EDA’s six regional offices)

Overview: Funds are available for promoting comprehensive, entrepreneurial, and innovation-based economic development efforts to enhance the competitiveness of regions, resulting in increased private investment and higher skill, higher wage jobs in regions that have experienced severe economic dislocation and job loss. Nonprofits are eligible to apply for funds.

How to access funds: The Economic Development Administration of the US Department of Commerce is in charge of the competitive granting process.

Distribution Timeline: The grant opportunity was announced on March 5.  Proposals are accepted on a competitive and continuing basis. Funds available for obligation until September 30, 2010, however, it takes a minimum of 90 days from the EDA's receipt of the complete application until award, when funds are obligated.
