2010 Legislative Proposals

Colorado Nonprofit Association’s Public Policy Committee formed the following proposals to pursue in 2010 to help nonprofits generate revenue, create jobs, and develop more effective partnerships with government.

Your Help is Needed! These bills will not be able to pass in 2010 without a strong show of support from the nonprofit sector. Your organization can help by doing any or all of the following:

  • Sign your organization on as a supporter. 

  • Volunteer to testify before a legislative committee. 

  • Contact your State Representative and Senator. You can look them up at www.vote-smart.org.  

  • Share stories of how your organization would benefit from these policy changes.

President's Call for Jobs Bill Includes Nonprofits

The President's plan for creating jobs includes a $5,000 tax credit for every new employee hired by a nonprofit or for-profit business in 2010. If a nonprofit or for-profit business increases the hours or wages of employees making less than $106,800 per year, the employer would be reimbursed for the additional Social Security taxes incurred. The maximum benefit for any one employer would be capped at $500,000.

Nonprofits and the 2010 Census

On April 1, 2010, the U.S. Census Bureau will conduct a count of every person living in the United States, regardless of age or immigration status. The Census is conducted every ten years and participation is required by law. Click here for more information.

 

Why Nonprofits?

Communities are better understood and better served by nonprofits, public services, and businesses for every person that is counted. Nonprofits already serve many of these populations and are uniquely positioned to be trusted messengers for the 2010 Census. HB 09-1088: Certification of Nonprofits as Local Public
Procurement Units

In a signing ceremony at the Colorado Nonprofit Association Awards Luncheon, Gov. Ritter signed HB 09-1088, sponsored by Rep. David Balmer (RCentennial) and Sen. Linda Newell (DEnglewood).

Nonprofit Purchasing from State Price Agreements

Nonprofits receiving funds from local, state, or federal governments are now eligible to make purchases from State Price Agreements. Nonprofits must to be certified by the Department of Personnel and Administration (DPA) as local public procurement units. Click here to learn more about the system and how to participate.


New Rules for Charitable Solicitations Registration

Nonprofits who solicit charitable donations form the public are required by law to register for charitable solicitations with the Colorado Secretary of State's office and renew this registration on an annual basis unless specific exemptions apply. In accordance with HB 08-1109 , the Secretary of State has issued new rules on charitable solicitations. Click here for details.

 

Amendment 54

Your organization may be subject to Amendment 54 requirements if:

  • it receives $100,000 or more in state and/or local government contracts (valued individually or together); and
  • the contracts are "sole source" and do not solicit three or more competitive bids prior to being awarded.
